Selectmen's Minutes - December 18, 1990

The Building Inspector, David Bonney, met with the Board to submit his report.  He thanked the Board for their cooperation during the year and noted that the computers are a tremendous benefit.  He supported the use of Kopelman & Paige.  Noted building permits total approx. 4,000,000, down 1,000,000 from last year.

Board held hearing on Metcalf dog, disturbing neighbor by barking.  Mr. Vess moved that dog is to be outside no earlier than 7:30 a.m. and limited to 1/2 hour of continuous barking a day.  If barking continues more than the 1/2 hour, dog to be brought in.  Dog is also to be in house by 9:00 p.m. evenings.  2nd Murdoch.  Board voted 4-1 (Crowley opposition)

Board held hearing on charge that two dogs owned respectively by William Gouvia, 11 Beckett St. and Russell Cowles, 76 Pearl Street, attacked a cat owned by Releva.  After hearing testimony, the Board voted on motion by Vess and 2nd by Murdoch to support the recommendation of the Dog Officer that both dogs are to be permanently restrained at all time.  Mr. Gouvia was not present for the hearing.  Both parties will be notified by mail and reminded of the fines if this order is not followed.  

On motion by Crowley, 2nd by Vess, Board voted unanimously to approve a Common Victualer License for the Recreation Commission, December 22 at Camp Kiwanee for A Breakfast with Santa.

Voted unanimously to renew Class I, II, and III licenses for 1991.

Voted to renew Automotive Amusement Device licenses for 1991.

Voted to renew 6-day bowling license for the Hanson A.A. Bowladrome.

Mr. Dynan commented on letter received from the Fire Dept. and the fact that he is very disturbed by it.  He had felt at the meeting at which Becker was present that there was harmony.  Mr. Vess and Mr. Crowley concurred.

Building Inspector will be asked to check out U-Haul Business at 123 Liberty Street.  It is felt there is no site plan approval for this business.

Mr. Nugent reported that on the Thomas Hall issue an article for appraisal will be submitted at the March Town Meeting.  Board discussed the bids received.  Will try to solicit a few more.  Discussed letter of concern from residents.

Informed the Board that Cigna Insurance may defend in the Charles George Trucking Case.

Mr. Nugent asked the Board to think about the license for Crooker place as site plan approval is going on and the Board has assured the new owner that there would be no problem.

Mr. Vess stated his concerns about not getting his mail promptly.
